Background In May 2020, England moved to an opt-out organ donation system, meaning adults are presumed to be an organ donor unless within an excluded group or have opted-out. This change aims to improve organ donation rates following brain or circulatory death. Healthcare staff in the UK are supportive of organ donation, however, both healthcare staff and the public have raised concerns and ethical issues regarding the change. The #options survey was completed by NHS organisations with the aim of understanding (...) awareness and support of the change. This paper analyses the free-text responses from the survey. Methods The #options survey was registered as a National Institute of Health Research (NIHR) portfolio trial [IRAS 275992] 14 February 2020, and was completed between July and December 2020 across NHS organisations in the North-East and North Cumbria, and North Thames. The survey contained 16 questions of which three were free-text, covering reasons against, additional information required and family discussions. The responses to these questions were thematically analysed. Results The #options survey received 5789 responses from NHS staff with 1404 individuals leaving 1657 free-text responses for analysis. The family discussion question elicited the largest number of responses (66%), followed by those against the legislation (19%), and those requiring more information (15%). Analysis revealed six main themes with 22 sub-themes. Conclusions The overall #options survey indicated NHS staff are supportive of the legislative change. Analysis of the free-text responses indicates that the views of the NHS staff who are against the change reflect the reasons, misconceptions, and misunderstandings of the public. Additional concerns included the rationale for the change, informed decision making, easy access to information and information regarding organ donation processes. Educational materials and interventions need to be developed for NHS staff to address the concepts of autonomy and consent, organ donation processes, and promote family conversations. Wider public awareness campaigns should continue to promote the positives and refute the negatives thus reducing misconceptions and misunderstandings. Recent work in cognitive and computational neuroscience depicts the human brain as a complex, multi-layer prediction engine. This family of models has had great success in accounting for a wide variety of phenomena involving perception, action, and attention. But despite their clear promise as accounts of the neurocomputational origins of perceptual experience, they have not yet been leveraged so as to shed light on the so-called “hard problem” of consciousness—the problem of explaining why and how the world is subjectively experienced (...) at all, and why those experiences seem just the way they do. To address this issue, I motivate and defend a picture of conscious experience as flowing from “generative entanglements” that mix predictions about the world, the body, and our own reactive dispositions. There is both theoretical and experimental reason to suppose that no-one could ever have learned to speak without an environment of language-users. How then did the first language-users learn? Animal communication systems provide no help, since human languages aren't constituted as a natural system of signs, and are essentially recursive and syntactic. Such languages aren't demanded by evolution, since most creatures, even intelligent creatures, manage very well without them. I propose that representations, and even public representations like sculptures, precede full (...) languages, which were devised by the first human children as secret tongues to create fantasy realms inaccessible to their proto-human parents. Language, in brief, is not required for truth-telling or for the convenience of hunters. It is a peculiar modification of public representation, which permits us to construct new public worlds. This book presents a straightforward account of disease, the problems of practice, and the moral, legal and financial questions in the field.

The use of forward models is well established in cognitive and computational neuroscience. We compare and contrast two recent, but interestingly divergent, accounts of the place of forward models in the human cognitive architecture. On the Auxiliary Forward Model account, forward models are special-purpose prediction mechanisms implemented by additional circuitry distinct from core mechanisms of perception and action. On the Integral Forward Model account, forward models lie at the heart of all forms of perception and action. We compare these neighbouring (...) but importantly different visions and consider their implications for the cognitive sciences. We end by asking what kinds of empirical research might offer evidence favouring one or the other of these approaches. (shrink)

Fodor’s theory makes thinking prior to doing. It allows for an inactive agent or pure reflector, and for agents whose actions in various ways seem to float free of their own conceptual repertoires. We show that naturally evolved creatures are not like that. In the real world, thinking is always and everywhere about doing. The point of having a brain is to guide the actions of embodied beings in a complex material world. Some of those actions are, to be sure, (...) more recondite than others. But in every case the contents of thoughts still look to depend, in some non-unique but vitally important way, on the kinds of doings they support. (shrink)

I argue that plausible claims in the logic of partial grounding, when combined with a plausible analysis of that concept, entail the falsity of plausible grounding claims. As our account of the concept of partial grounding and its logic should be consistent with plausible grounding claims, this is problematic. The argument hinges on the idea that some facts about what grounds what are grounded in others, which is an idea the paper aims to motivate.

In the past few years, a large number of new chemokines (chemotactic cytokines) and chemokine receptors have been discovered. The growth in knowledge about these molecules has been achieved largely through advances in bioinformatics and the expansion of expression sequence tag (EST) databases. It is now clear that chemokines are crucial in controlling both the development and functioning of leukocytes and that their role is not restricted to cell attraction, as originally assumed. In particular, recent findings provide strong support for (...) the idea that chemokines and their receptors are especially important in the control of viral infection and replication. Thus, specific chemokines are now known to enhance the cytotoxic activity of infected cells, thus inhibiting further virus replication. In addition, some chemokines orchestrate the recruitment of activated leukocytes to foci of infection to aid viral clearance. Viruses, in turn, have evolved various defences against chemokines. These range from the production of proteins that inhibit biological activity of the host chemokine to the hijacking of the chemokine system, whereby certain viruses utilize chemokine receptors for their entry. The latter viral defence can itself be blocked by chemokines. Altogether, these findings illustrate the central role of chemokines in many different phases of the immune response, particularly those aspects involving antiviral defence, a variety and versatility that was not fully appreciated even a few years ago. In this paper, we discuss the macroscopic quantum behavior of simple superconducting circuits. Starting from a Lagrangian for electromagnetic field with broken gauge symmetry, we construct a quantum circuit model for a superconducting weak link (SQUID) ring, together with the appropriate canonical commutation relations. We demonstrate that this model can be used to describe macroscopic excitations of the superconducting condensate and the localized charge states found in some ultrasmall-capacitance weak-link devices.

Prior work has demonstrated that young children in the US and the Ecuadorian Amazon preferentially remember information about the dangerousness of an animal over both its name and its diet. Here we explore if this bias is present among older children and adults in Fiji through the use of an experimental learning task. We find that a content bias favoring the preferential retention of danger and toxicity information continues to operate in older children, but that the magnitude of the bias (...) diminishes with age and is absent in adults. We also find evidence that fitness costs likely impact the types of mistakes that participants make in their attributions of dangerousness and poisonousness. These results suggest that natural selection has shaped the way in which we learn and make inferences about unfamiliar animal species over ontogeny, and that future research is needed on how content biases may vary across the life course. We examine the role of alignment between organizational social consciousness and the informal and formal institutions of a country in increasing female representation on boards. Using fixed-effects and Hausman Taylor regression methodology for endogenous covariate with panel data for the years 2006–2020, we find that the greater the alignment between organizational social consciousness and certain formal and informal institutions, the more progress there is toward gender representation on corporate boards in Europe. We also find that more socially conscious firms make (...) the most progress, often going beyond the minimum regulatory targets. By showing the complementarity of these factors, we address the enduring question of how the interplay of formal and informal institutions directly affects corporate behavior, thus contributing to the institutional, public policy/regulatory, and corporate governance literatures. We note the need for policymakers to go beyond mere codification of rules via quotas and simultaneously work toward raising national and organizational social consciousness levels on issues of gender equality. Social theorists, drawing on the study of complex dynamical systems to address global processes, tend to evoke an immanent globality devoid of a constitutive otherness or outside. However, as well as dealing with the internal dynamics of systems, complexity studies point to the mutual implication of systems and their surroundings: a concern that resonates with the interest in the convolutions of the inside–outside relationship prominent in post-structural philosophies. This article, looking at theories about the dynamical characteristics of the solar system, (...) galaxy and universe, develops the idea of an ex-orbitant globality that treats the earth as a system in active and ongoing interchange with its cosmic environment. A sense of the inevitable excess and unpredictability that attends this openness to the cosmos and to further other-than-human influences, it is suggested, has repercussions for the way we respond to environmental change injecting an element of abyssal undecidability into all our deliberations. The ArgumentUsing a pernicious Foucaultian reading of Weber's rationalization theories, I endeavor in this essay to illuminate academic acts as kept in the Brandenburg-Prussian state archive in Berlin, with some comparison to others, chiefly those in the Bavarian state archive in Munich. The essay concerns the microtechniques of marking, collecting and keeping records, and the form and content of archives of academic acts – interesting for the reason that paperwork circumscribes the state ministry's ability to recollect academic acts and hence (...) its power and knowledge over academics. I consider mostly acts relating to the early modern “Arts and Philosophy Faculty,” which corresponds more or less to the present-day “Division of Arts, Letters and Sciences.” The transformation, traced from the Baroque to the Romantic era, is understood as a process of “ministerial-market rationalization” of German academia: I try to show how central German ministries, as reflected in archival acts, altered the academic persona to suit themselves and the market, and how professorial appointments were rationalized accordingly.
